Navy Financial Literacy Application

An Official US Navy mobile application, produced by the Navy PMW 240 Program.

The Financial Literacy application provides Navy personnel with information to help them achieve their personal financial goals and meet the Navy’s financial literacy education requirements. This app allows Service members and their families to access financial literacy education anywhere, anytime via their mobile devices.

The National Defense Authorization Act (NDAA FY16) made significant changes to the military retirement system and mandated that Navy personnel obtain additional financial literacy and readiness training. This app supports that training via checklists, videos, and a compendium of in-app and online resources.

The application is divided into four main sections for ease of use:
• Financial Literacy Touchpoint Information. This section’s checklists serve as ready guides to track the financial training elements required at each career touchpoint. Checklists include Initial Entry Training, Arrival at various duty stations, Promotions and Continuation Pay, Marriage and Divorce, Births and Deaths, Pre- and Post-deployment, Separation and Retirement.
• Financial Literacy Resources. These Resources can be used by Command Financial Specialists (with command approval) to satisfy many of the required training elements. The section includes information on Banking and Financial Management, Credit and Debt, Financial Planning and Spending Plans, Investments, Insurance, and Military Pay and Entitlements.
• The Leader Training section offers access to the Department of Defense course "Leader Training to Introduce the Blended Retirement System (BRS)." This module provides a general overview of the BRS and is required training for all Navy leaders, as well as all service members who are grandfathered into the current system and thus ineligible to opt-in to BRS (12 or more years of service or 4,320 or more points).
• The Blended Retirement System Resources section offers a wealth of information, links, and videos that augment the educational information offered in the app.

In addition, the app includes a Favorites section for bookmarking app pages that are personally useful, as well as an Emergency Services section, which offers information on a variety of topics, from suicide prevention to sexual assault. Course Completion Verification
• DON personnel may use the app to complete their mandatory training. End-of-course completions can be emailed to Navy Training Management and Planning System (NTMPS) for display in the Electronic Training Jacket (ETJ).
• Users should retain course Completion Certificate emails in their mobile phone Sent Items folder until successful posting in their ETJ or Fleet Training Management Planning System (FLTMPS) can be verified.
• If completion does not appear in ETJ or FLTMPS after 72 hours, users may wish to forward a copy of the email to their supervisor or FLTMPS Coordinator/Training POC as verification of completion. If needed, the FLTMPS Coordinator can record course completion manually using the FLTMPS Learning Event Completion Form.
